Add the proper amount of cement and water and mix well by some mechanical means, smooth to grade and pack it. The mix is not a slurry and is very hard to tell from damp gravel. A seal coat over the top will also help for longevity.

I'd like to cover it with decomposed granite and then add some things like a fire pit and an outdoor seating area, but I'm not sure if I need to jackhammer all the concrete up first and THEN cover with DG or can I just cover the concrete with DG and move on with my life.

Thank you for bringing that up–decomposed granite is yet another name for stone dust. Specifically, decomposed granite aka "decomposed granite screenings" is crushed stone, made from granite. It is an excellent material for leveling out your flagstones–the best in my opinion, and likewise it is the best joint filler for flagstones.
